Blasting cartridge requirements.
293.240. It shall be unlawful for coal miners in any mine tocharge a blasting hole with loose powder, or otherwise than witha properly constructed cartridge; and in dry and dusty mines, itshall be unlawful to load cartridges in the mines except with apowder can constructed for the purpose.
