Powers and duties of board.

295.070. 1. The state board of mediation shall have powerto employ and fix the compensation of conciliators and otherassistants and to delegate to such assistants such powers as maybe necessary to carry out its duties under this chapter. Theboard shall by regulation prescribe the methods of procedurebefore it.

2. The board shall have power to issue subpoenas requiringthe attendance and testimony of witnesses and the production ofevidence which relates to any matter under investigation by theboard. In cases of refusal to obey a subpoena issued by theboard the circuit court of Cole County or of any county where theperson refusing to obey such subpoena may be found, onapplication by the board, shall have power to issue an orderrequiring such person to appear before the board and to testifyand produce evidence ordered touching the matter underinvestigation, and any failure to obey such order shall bepunished by the court as a contempt thereof.
