Kingdom of Calontir special license plate, application, fee.
301.3098. 1. Any member of the Kingdom of Calontir may receivespecial license plates as prescribed by this section, for any motor vehiclesuch person owns, either solely or jointly, other than an apportioned motorvehicle or a commercial motor vehicle licensed in excess of eighteenthousand pounds gross weight, after an annual payment of an emblem-useauthorization fee to the Kingdom of Calontir, a subdivision of the Societyfor Creative Anachronism, of which the person is a member. The Kingdom ofCalontir hereby authorizes the use of its official emblem to be affixed onmultiyear personalized license plates as provided in this section. Anycontribution to the Kingdom of Calontir derived from this section, exceptreasonable administrative costs, shall be used solely for the purposes ofthe Kingdom of Calontir. Any member of the Kingdom of Calontir mayannually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Kingdom of Calontir, the organization shallissue to the vehicle owner, without further charge, an emblem-useauthorization statement, which shall be presented by the owner to thedepartment of revenue at the time of registration of a motor vehicle. Uponpresentation of the annual statement, payment of a fifteen dollar fee inaddition to the registration fee and documents which may be required bylaw, the department of revenue shall issue to the vehicle owner apersonalized license plate which shall bear the emblem of the Kingdom ofCalontir and shall bear the words "KINGDOM OF CALONTIR" in place of thewords "SHOW-ME STATE". Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. Notwithstanding the provisions of section 301.144, noadditional fee shall be charged for the personalization of license platespursuant to this section.
3. A vehicle owner, who was previously issued a plate with theSociety for Creative Anachronism emblem authorized by this section but whodoes not provide an emblem-use authorization statement at a subsequent timeof registration, shall be issued a new plate which does not bear theSociety for Creative Anachronism emblem, as otherwise provided by law. Thedirector of revenue shall make necessary rules and regulations for theadministration of this section, and shall design all necessary formsrequired by this section. No rule or portion of a rule promulgatedpursuant to the authority of this section shall become effective unless ithas been promulgated pursuant to the provisions of chapter 536, RSMo.
