301.449. Any community college or four-year public or privateinstitution of higher education located in the state of Missouri mayauthorize the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contributionto such institution derived from this section, except reasonableadministrative costs, shall be used for scholarship endowment or otheracademically related purposes. Any vehicle owner may annually apply to theinstitution for the use of the emblem. Upon annual application and paymentof an emblem use contribution to the institution, which shall be set by thegoverning body of the institution at an amount of at least twenty-fivedollars, the institution shall issue to the vehicle owner, without furthercharge, an "emblem use authorization statement", which shall be presentedby the vehicle owner to the department of revenue at the time ofregistration. Upon presentation of the annual statement and payment of thefee required for personalized license plates in section 301.144, and otherfees and documents which may be required by law, the department of revenueshall issue a personalized license plate, which shall bear the seal, emblemor logo of the institution, to the vehicle owner. The license plateauthorized by this section shall use the school colors of the institution,and those colors shall be constructed upon the license plate using aprocess to ensure that the school emblem shall be displayed upon thelicense plate in the clearest and most attractive manner possible. Suchlicense plates shall be made with fully reflective material with a commoncolor scheme and design, shall be clearly visible at night, and shall beaesthetically attractive, as prescribed by section 301.130. The licenseplate authorized by this section shall be issued with a design approved byboth the institution of higher education and the advisory committeeestablished in section 301.129. A vehicle owner, who was previously issueda plate with an institutional emblem authorized by this section and doesnot provide an emblem use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear theinstitutional emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the enforcement ofthis section, and shall design all necessary forms including establishing aminimum number of license plates which can be issued with the authorizedemblem of a participating institution.
