Regattas, races and other activities, authorization, regulation of.
306.130. 1. The Missouri state water patrol shall authorizethe holding of regattas, motorboat or other watercraft races,marine parades, tournaments, parasail operations or exhibitionson any waters of this state when it has determined that saidevent will not create conditions of excessive danger for theparticipants, observers or operators of other watercraft norunduly disrupt navigation. It shall adopt and may, from time totime, amend regulations concerning the safety of motorboats andother watercraft and persons thereon, either observers orparticipants. Whenever a regatta, motorboat or other watercraftrace, marine parade, tournament, parasail operation or exhibitionis proposed to be held, the person in charge thereof shall, atleast fifteen days prior thereto, file an application with theMissouri state water patrol for permission to hold the regatta,motorboat or other watercraft race, marine parade, tournament,parasail operation or exhibition, and it shall not be conductedwithout authorization of the Missouri state water patrol inwriting.
2. The provisions of this section shall not exempt anyperson from compliance with applicable federal law or regulation,but nothing contained herein shall be construed to require thesecuring of a state permit pursuant to this section if a permittherefor has been obtained from an authorized agency of theUnited States.
