Organization of board--employment of executive director andemployees--meetings--records as evidence--quorum.

334.123. The board shall elect its own president and secretary, eachto serve for a term of one year, and shall maintain an office and employ anexecutive director and such other board personnel, as defined in section324.001, RSMo, as the board in its discretion deems necessary. Withoutlimiting the foregoing, the board is specifically authorized to obtain theservices of specially trained and qualified persons or organizations toassist in conducting examinations of applicants for licenses and may employlegal counsel. The executive director shall have the degree of bachelor ofarts or the equivalent combination of education and experience from whichcomparable knowledge and abilities can be acquired. The board shall meetannually in Jefferson City and at such other times and places as themembers of the board may designate, and shall keep a record of itsproceedings and shall cause a register to be kept of all applicants forcertificates of licensure. The records and register shall be prima facieevidence of all matters recorded therein. Four members of the board shallconstitute a quorum, at least one of whom shall be a graduate of aprofessional school approved and accredited as reputable by the AmericanMedical Association or the Liaison Committee on Medical Education, and atleast one of whom shall be a graduate of a professional school approved andaccredited as reputable by the American Osteopathic Association.
