Organization may be completed after approval.
371.040. Upon receipt of the certificate of preliminaryapproval the applicants may proceed to complete the organizationof the development finance corporation, to obtain subscriptionsfor and payment of its capital stock, and do all other thingsnecessarily incidental and preliminary to its transactingbusiness.
