Commission established.
386.040. A "Public Service Commission" is hereby created andestablished, which said public service commission shall be vestedwith and possessed of the powers and duties in this chapterspecified, and also all powers necessary or proper to enable itto carry out fully and effectually all the purposes of thischapter.
