Powers of commission, how exercised.
386.240. The commission may authorize any person employed byit to do or perform any act, matter or thing which the commissionis authorized by this chapter to do or perform; provided, that noorder, rule or regulation of any person employed by thecommission shall be binding on any public utility or any personunless expressly authorized or approved by the commission.
