All rates, tolls, charges, schedules and jointrates fixed by the commission shall be in force and shall beprima facie lawful, and all regulations, practices and servicesprescribed by the commission shall be in force and shall be primafacie lawful and reasonable until found otherwise in a suitbrought for that purpose pursuant to the provisions of thischapter.
