Railroads required to pave right-of-way at street crossings.

389.620. Whenever any city, town or village in this state,whether acting under special charter or organized under thegeneral incorporation laws relating to cities, towns andvillages, shall, by ordinance duly enacted order any street,alley, avenue, public highway or sidewalk now existing therein orwhich may hereafter be created and opened for public use, or anypart or parts thereof, to be graded, constructed, reconstructed,paved, guttered, curbed or otherwise improved or repaired, itshall be the duty of every railroad corporation owning, operatingor leasing any railroad which abuts or adjoins any such street,alley, avenue, public highway or sidewalk, to grade, construct,reconstruct, pave, gutter, curb or otherwise improve and repairthe part or parts of such street, alley, avenue, public highwayor sidewalk upon which the right-of-way of such railroad so abutsor adjoins, to the same extent, of like materials and of as goodquality, as such city, town or village has required, or shall insuch ordinance require, of the other property owners abuttingupon such street, alley, avenue, public highway or sidewalk inthe grading, constructing, reconstructing or otherwise improvingor repairing of such street, alley, avenue, public highway orsidewalk.
