411.170. The certificates issued by the department shall beconclusive evidence to all parties interested of the facts statedtherein and shall form the basis of settlement between buyers andsellers unless otherwise specified by contract; provided, thedepartment shall have the right upon reinspection or otherwise tocancel and revoke any certificate and issue a new one in itsstead, and every certificate of grade shall be subject to appealas provided by law; and in either case such new certificate orthe appeal certificate shall in such event be final and bindingbetween the parties.
