Judicial review, when--additional evidence authorized.

444.700. 1. All final decisions or orders of the commissionshall be subject to judicial review as provided in chapter 536,RSMo. No judicial review shall be available, however, until alladministrative remedies are exhausted.

2. In any suit filed pursuant to section 536.050, RSMo,concerning the validity of the commission's rules andregulations, the court shall review the record made before thecommission to determine the validity and reasonableness of suchrules and regulations and may hear such additional evidence as itdeems necessary.
