Youth opportunities and violence prevention program established,purpose--advisory committee defined, members, appointment--fund,establishment, administration--program criteria,evaluation--database, development, operation.

620.1100. 1. The "Youth Opportunities and Violence PreventionProgram" is hereby established in the division of community and economicdevelopment of the department of economic development to broaden andstrengthen opportunities for positive development and participation incommunity life for youth, and to discourage such persons from engaging incriminal and violent behavior. For the purposes of section 135.460, RSMo,this section and section 620.1103, the term "advisory committee" shall meanan advisory committee to the division of community and economic developmentestablished pursuant to this section composed of ten members of the public.The ten members of the advisory committee shall include members of theprivate sector with expertise in youth programs, and at least one personunder the age of twenty-one. Such members shall be appointed for two-yearterms by the director of the department of economic development.

2. The "Youth Opportunities and Violence Prevention Fund" is herebyestablished in the state treasury and shall be administered by thedepartment of economic development. The department may accept for depositinto the fund any grants, bequests, gifts, devises, contributions,appropriations, federal funds, and any other funds from whatever sourcederived. Moneys in the fund shall be used solely for purposes provided insection 135.460, RSMo, this section and section 620.1103. Any unexpendedbalance in the fund at the end of a fiscal year shall be exempt from theprovisions of section 33.080, RSMo, relating to the transfer of unexpendedbalances to the general revenue fund.

3. The department of economic development in conjunction with theadvisory committee shall establish program criteria and evaluation methodsfor tax credits claimed pursuant to section 135.460, RSMo. Such criteriaand evaluation methods shall measure program effectiveness and outcomes,and shall give priority to local, neighborhood, community-based programs.The department shall monitor and evaluate all programs funded pursuant tosection 135.460, RSMo, this section and section 620.1103. Such programsshall provide a priority for applications from areas of the state whichhave statistically higher incidence of crime, violence and poverty and suchprograms shall be funded before the programs which have applied from areaswhich do not exhibit crime, violence, and poverty to the same degree. Thecommittee shall focus and support specific programs designed to generateself-esteem and a positive self-reliance in youth and which abate youthviolence.

4. The department shall develop and operate a database which listsall participating and related programs. The database shall include indexesand cross references and shall be accessible by the public bycomputer-modem connection. The division of data processing andtelecommunications of the office of administration and the department ofeconomic development shall cooperate with the advisory committee in thedevelopment and operation of the program.
