Communities receiving grants-in-aid to employ personnel, duties.

620.164. 1. Communities receiving grants-in-aid under therural communities economic assistance program shall hire suchpersonnel as are necessary to administer a program designed tobring about economic development in the community. Suchpersonnel shall coordinate with the sponsoring organization orits contractual designee pursuant to subsection 2 of this sectionto maximize the utilization of funds and resources. Suchpersonnel shall work toward achieving the goals of the office ofrural development within the community and shall also assist inthe development of and investment opportunities within thecommunity, and shall generally encourage entrepreneurship withinthe community. The office of rural development shall encouragethe communities to continue to fund local development officesafter the expiration of the program grants-in-aid for theircommunities. As nearly as possible, the office of ruraldevelopment shall require communities receiving suchgrants-in-aid to cooperate with adjacent rural communities in aneffort to stimulate regional economic development.

2. Sponsoring organizations may enter into contracts withchambers of commerce, regional planning commissions as defined inchapter 251, RSMo, or other entities involved in economicdevelopment approved by the council to provide for theadministration of grants-in-aid made pursuant to this act*.
