Job development fund established--appropriations from fund by generalassembly.

620.478. 1. There is hereby established in the state treasury a specialfund to be known as the "Missouri Job Development Fund". The fund shallconsist of all moneys which may be appropriated to it by the general assemblyand also any gifts, contributions, grants or bequests received from federal,private or other sources. Appropriations made from the fund shall be for thepurpose of providing contractual services through the department of elementaryand secondary education for vocational related training or retraining providedby public or private training institutions within Missouri; and for contractedservices through the department of economic development for vocational relatedtraining or retraining provided by public or private training institutionslocated outside of Missouri; and for vocational related training or retrainingprovided on site, within Missouri, by any proprietorship, partnership orcorporate entity. Except for state-sponsored preemployment training, noapplicant shall receive more than fifty percent of its project training orretraining costs from the development fund. Moneys to operate the new orexpanding industry training program, the basic industry retraining program,the industry quality and productivity improvement program and assistance tocommunity college business and technology centers shall be obtained fromappropriations made by the general assembly from the fund. No funds shall beawarded or reimbursed to any industry for the training, retraining orupgrading of skills of potential employees with the purpose of replacing orsupplanting employees engaged in an authorized work stoppage.

2. The Missouri job development fund shall be able to receive any blockgrant or other sources of funding relating to job training, school-to-worktransition, welfare reform, vocational and technical training, housing,infrastructure development and human resource investment programs which may beprovided by the federal government or other sources.
