620.602. 1. There is established a permanent joint committee of thegeneral assembly to be known as the "Joint Committee on EconomicDevelopment Policy and Planning" to be composed of five members of thesenate, appointed by the president pro tem of the senate, and five membersof the house, appointed by the speaker of the house. No more than threemembers of the senate and three members of the house shall be from the samepolitical party. The appointment of members shall continue during theirterms of office as members of the general assembly or until successors havebeen duly appointed to fill their places when their terms of office asmembers of the general assembly have expired. Members of the jointcommittee shall receive no compensation in addition to their salary asmembers of the general assembly, but may receive their necessary expensesfor attending the meetings of the committee, to be paid out of thecommittee's appropriations or the joint contingent fund.

2. The joint committee on economic development policy and planningshall meet within ten days after its establishment and organize byselecting a chairman and a vice chairman, one of whom shall be a member ofthe senate and the other a member of the house of representatives. Thesepositions shall rotate annually between a member of the senate and a memberof the house of representatives. The committee shall regularly meet atleast quarterly. A majority of the members of the committee shallconstitute a quorum. The committee may, within the limits of itsappropriations, employ such persons as it deems necessary to carry out itsduties. The compensation of such personnel shall be paid from thecommittee's appropriations or the joint contingent fund.

3. The joint committee on economic development policy and planningshall, at its regular meetings, confer with representatives from thegovernor's office, the department of economic development, the Universityof Missouri extension service, and other interested parties from theprivate and public sectors. The joint committee shall review the annualreport produced by the department of economic development, as required bysection 620.607, and plan, develop and evaluate a long-term economicdevelopment policy for the state of Missouri to ensure the state'scompetitive status with other states.

4. The provisions of this section shall expire on July 1, 2010.
