Division of motor carrier and railroad safety conferences,cooperative agreements and joint investigations and hearings withother agencies, division's receipt and disbursement of grants.

622.140. 1. The division may confer in person, or by correspondence,by attending conventions, or in any other way, with the members of anyrailroad, transportation, public utility, public service commission, orsimilar division of other states and the United States of America, or anyofficial, agency or instrumentality thereof, on any matter relating to theperformance of its duties.

2. The division may enter into and establish fair and equitablecooperative agreements or contracts with or act as an agent or licensee forthe United States of America, or any official, agency or instrumentalitythereof, or any railroad, transportation, public utility, public servicecommission, or similar division of other states, that are proper,expedient, fair and equitable and in the interest of the state of Missouriand the citizens thereof, for the purpose of carrying out its duties underthis chapter with reference to railroads or street railroads, as limitedand supplemented by section 622.110 and to that end the division mayreceive and disburse any contributions, grants or other financialassistance as a result of or pursuant to such agreements or contracts. Anycontributions, grants or other financial assistance so received shall bedeposited in the railroad expense fund established in section 622.015 andappropriated for the purposes for which they are received.

3. The division may make joint investigations, hold joint hearingswithin or without the state, and issue joint or concurrent orders inconjunction or concurrence with any railroad, transportation, publicutility, public service commission, or similar division, of other states orthe United States of America, or any official, agency or anyinstrumentality thereof, except that in the holding of such investigationsor hearings, or in the making of such orders, the division shall functionunder agreements or contracts between states or under the concurrent powerof states to regulate interstate commerce, or as an agent of the UnitedStates of America, or any official, agency or instrumentality thereof, orotherwise.
