Professional review committee to make recommendations todirector--committee members, appointment, qualifications, terms,compensation--organization and meetings.

630.193. 1. A "Professional Review Committee", consistingof ten members appointed by the director is hereby created toreview, report, and recommend approval or disapproval to thedirector of any research conducted by the department. Thecommittee shall consist of persons who reside in the state andare not employed by the department and who have demonstratedrecognized competence in medicine, pharmacology, behavioralsciences, biomedical science, philosophy of science, orbioethics. Each member of the committee shall serve for a termof four years following his appointment, except one-half of themembers initially appointed after August 13, 1980, shall serveterms of two years each.

2. The department shall pay the members of the committee onehundred dollars per day for each day, or portion thereof, theyactually spend in the performance of their official duties andshall reimburse the members for actual necessary expensesincurred in the performance of their official duties.

3. The committee shall elect a chairman annually. Thecommittee shall meet at the call of the director or the chairmanand shall have a quorum when at least five members are present.
