Research review committee at department facilities--committee members,appointment, qualifications, terms, compensation--organization andmeetings.
630.196. 1. A "Research Review Committee", consisting offive members, shall be established at each department facilitywhere research is proposed to be conducted. The members of thecommittees shall be appointed by the head of the facilities withthe approval of the division director. The committee shall becomposed of persons who reside in the state and are not employedby the department and shall be composed of the following:
(1) Three members shall be consumers, family members ofconsumers, or representatives of consumer groups;
(2) One member shall be a licensed physician;
(3) One member shall be an attorney.
2. The members of the committees shall serve for terms offour years each, except that two of the members initiallyappointed shall serve a term of two years each.
3. The committee members shall not receive any compensationfor their services but they shall be reimbursed for the actualand necessary expenses they incur while performing committeework.
4. Each committee shall annually elect a chairman. Eachcommittee shall meet at the call of the head of the facility orthe committee chairman and shall have a quorum when at leastthree members are* present.
