Commissioner authorized to borrow additional $30,000,000 for waterpollution control, storm water control, rural water and sewer grants,urban drinking water and emergency drought relief--money for emergencydrought relief, how expended.

644.564. 1. In addition to those sums authorized prior toJune 6, 1989, the board of fund commissioners of the state ofMissouri, as authorized by section 37(e) of article III of theConstitution of the State of Missouri, is authorized to borrow,on the credit of this state, the sum of thirty million dollars inthe manner and for the purposes set out in chapter 640, RSMo, andthis chapter. The department shall allocate these funds for thefollowing purposes: water pollution control projects; stormwater control projects; rural water and sewer grants; urbandrinking water and emergency drought relief.

2. Pursuant to chapter 640, RSMo, moneys shall be expendedfor emergency drought relief as follows:

(1) Connection of the public water system to other publicwater systems;

(2) Any other purpose directly related to the provision ofwater to public water systems under drought.

3. Any public water system affected by a water shortagecaused by a lack of rainfall may apply to the department ofnatural resources for assistance under this act*. The applicationshall be in a form and shall provide such information as requiredby the department. The department shall review and rankapplications and may provide grants or loans to the affectedpublic water system or systems. In evaluating applications, thedepartment shall consider the seriousness of the water shortage,the number of people affected, the ability of the public watersystem to repay a loan, and such other matters as it deemsmaterial to the application.
