Coordination and administration of heating and cooling assistanceprograms into the Utilicare program by department of social services.

660.110. The department of social services shall be responsible forcoordination of all federal heating assistance programs into the utilicareprogram and shall provide plans for the implementation and administrationof these programs. The department may contract with local not-for-profitcommunity agencies which render energy assistance pursuant to affiliationor contract with the United States Community Service Administration oranother federal agency to distribute the federal moneys, to administer thefederal heating and cooling assistance programs in accordance with the plandeveloped by the department and to provide certain administrative servicesin connection with the utilicare program which may include the processingof utilicare applications and any other service which the department deemspractical. Insofar as possible, within the provisions of federal law andregulations, all payments made from funds available from the Crude OilWindfall Profit Tax Act of 1980 and other federal sources shall be madedirectly to energy suppliers in a manner similar to payments made under thestate utilicare program.
