Limitation on expenditures.
660.190. Not more than three hundred thousand dollars fromgeneral revenue shall be appropriated by the general assembly forthe support of the program established by this act* for the firstfiscal year and not more than three percent of any fundsappropriated shall be used for the administrative expensesinvolved in administering the program. No funds shall beexpended under the provisions of this act* until there is aspecific appropriation for that purpose.
