700.539. 1. Within thirty days after the notification form requiredby section 700.537 has been mailed, and the owner or lienholder has madesatisfactory arrangements with the owner of real property, the lienholderwho sent notification pursuant to sections 700.525 to 700.541 may apply tothe director of revenue for a certificate of title. The application shallbe accompanied by:

(1) An affidavit of the lienholder that he is in compliance with allrequirements of sections 700.525 to 700.541;

(2) A copy of the receipt indicating that the owner or lienholder ofrecord has received the notice required by sections 700.525 to 700.541;

(3) A fee as required by the director of revenue by rule.

2. Upon proof of the foregoing by proper affidavit and uponcompliance with all requirements of sections 700.525 to 700.541, thedirector of revenue shall, if requested, issue a new certificate of titleto the lienholder in possession within fifteen working days after request.
