701.301. The department shall promulgate rules necessary to implementand administer the provisions of sections 701.300 to 701.338, includingrequirements, procedures and standards relating to lead-bearing substanceactivities. The rules established by the department shall be at least asprotective of human health and the environment as the federal programestablished by the Residential Lead-Based Paint Hazard Reduction Act, asamended, 42 U.S.C. 4851, et seq., and the Toxic Substances Control Act, asamended, 15 U.S.C. 2605, 2607, and 2681 to 2692, and any federalregulations promulgated pursuant to such authority. Nothing in sections701.300 to 701.338 shall be applied or interpreted to affect the statutesor regulations of any other state agency or the activities subject toregulation by any other state agency.
