701.373. 1. A permit issued by the board shall be requiredbefore the beginning of construction of a new privately orstate-owned or -operated installation or the major alteration ofan existing privately or state-owned or -operated installation.

2. Before the construction of a new privately orstate-owned or -operated installation or the major alteration ofan existing privately or state-owned or -operated installationcan begin, plans and information as required by the board shallbe submitted which clearly demonstrates that the installationwill comply with the provisions of sections 701.350 to 701.380and the rules and regulations adopted pursuant to sections701.350 to 701.380.

3. It shall be illegal to operate any such installationwithout an operating permit issued by the board. Operatingpermits shall be issued when an initial inspection and test of anew or altered installation or periodic inspection and test of anexisting installation finds the installation in compliance withthe provisions of sections 701.350 to 701.380 and the safetycode. The board or its authorized representative may, at itsdiscretion, permit temporary operation pending correction ofdefects. Such temporary operation shall be limited to sixty daysbut may be renewed at the discretion of the chief safetyinspector for additional periods of not more than thirty dayseach.
