70-1014. Electric generationfacilities and transmission lines; approval or denial of application; findingsrequired.After hearing, the board shall have authorityto approve or deny the application. Except as provided in section 70-1014.01for special generation applications andexcept as provided in section 70-1014.02, before approval of anapplication, the board shall find that the application will serve the publicconvenience and necessity, and that the applicant can most economically andfeasibly supply the electric service resulting from the proposed constructionor acquisition, without unnecessary duplication of facilities or operations.
