463.0181 “Party” defined. “Party” means the State Gaming Control Board and any licensee or other person appearing of record in any proceeding before the Commission; or the Nevada Gaming Commission and any licensee or other person appearing of record in any proceeding for judicial review of any action, decision or order of the Commission.
