§ 583. White Plains urban renewal agency. 1. A municipal urban renewal  agency,  to be known as the White Plains urban renewal agency, is hereby  established for the accomplishment of any  or  all  of  the  objects  or  purposes specified in articles fifteen and fifteen-A of this chapter and  in  accordance with article eighteen of the constitution of the state of  New York. Such agency shall constitute a body corporate and politic, and  shall consist of five members. The  members  of  such  agency  shall  be  appointed  by  the  mayor of such city who may appoint himself as one of  such members. Such agency shall be perpetual in duration, except that in  the event that the certificate to be executed and filed  by  such  mayor  pursuant  to subdivision one of section five hundred fifty-three of this  chapter is not filed and approved by the state commissioner  of  housing  and  community renewal prior to July first, nineteen hundred sixty-five,  then the corporate existence of such agency  shall  thereupon  terminate  and such agency shall thereupon be deemed to be and shall be dissolved.    2.  Such  agency  shall  have  the  powers and duties now or hereafter  conferred by article fifteen-A of  this  chapter  upon  municipal  urban  renewal agencies, and shall be organized in the manner prescribed by and  shall  be  subject  to  the provisions of such article. Such agency, its  members, officers and  employees  and  its  operations  and  activities,  shall,  in  all  respects,  be  governed  by  the provisions of articles  fifteen and fifteen-A of this chapter.
