28 - Compensation, expenses, employees.

§ 28. Compensation,   expenses,   employees.  Such  secretaries  shall  receive an annual salary to be fixed by the  appointing  officer  within  the  amount  appropriated  therefor  and  shall  be  paid  their office,  traveling and  other  expenses  necessarily  incurred  by  them  in  the  performance  of  their  duties. The chairman of the finance committee of  the senate and the chairman of the  ways  and  means  committee  of  the  assembly may each appoint for the committee of which he is chairman such  accounting,  clerical  and stenographic employees as may be necessary to  assist such committee and the  secretaries  thereof  in  performing  the  duties  prescribed  by  this article. The compensation of such employees  shall be fixed by the appointing officer within the amount  appropriated  therefor.    Expenditures  made  from  appropriations  by  the  legislature for the  senate finance committee and the assembly ways and means  committee  may  include  studies  and  surveys  and  for  expenses  of  maintenance  and  operation  including  personal  service  and   the   expenses   of   the  chairpersons  while  in travel in the performance of committee duties or  while in Albany during the recess  of  the  legislature,  the  traveling  expenses  of  the  employees  of  such  committees  while visiting state  institutions or performing other committee duties, and the  purchase  or  exchange, maintenance or hiring of automobiles.
