§ 52-a. 1.   Governor   may   execute  deed  or  release  with  sundry  reservations; Fort Drum. The governor is hereby authorized  to  cede  to  the  United  States full concurrent jurisdiction over the tracts of land  comprising the Fort Drum military installation and any other lands  that  may  be  acquired  by the United States for military purposes at or near  Fort Drum upon conditions that the  jurisdiction  so  ceded  should  not  prevent  the execution on such tracts of any process, civil or criminal,  issued under the authority of this state,  nor  prevent  from  operating  within  the  bounds of such tracts any of the laws or regulations of the  state, not incompatible with the free use and enjoyment of the  premises  by the United States or the purposes for which such cession is made, nor  prevent  from  operating  within  the same tracts or parcels of land the  laws or ordinances of the counties of Jefferson, Lewis and St. Lawrence,  or the towns thereof, not incompatible with the free use  and  enjoyment  of  the  premises  by  the  United States or the purposes for which such  cession  is  made;  and  that  the  United  States  shall  retain   such  jurisdiction  so  long  only  as such tracts or parcels of land shall be  used for military purposes.    2. Sections fifty-two, fifty-three, fifty-five and fifty-six  of  this  article shall not apply to the provisions of section fifty-two-a of this  article.
