§ 108B‑23. Designation of administering agency powers and responsibilities.
(a) For purposes of this Article, "Department" meansthe Department of Health and Human Services and "Secretary" means theSecretary of Health and Human Services.
(b) The Department is directed to carry out the purposes andprovisions of this Article. In carrying out this directive, the Secretary shallpromulgate rules consistent with the purposes and provisions of this Article. (1983 (Reg.
