§113A‑101. Cooperative State‑local program.
This Article establishes acooperative program of coastal area management between local and Stategovernments. Local government shall have the initiative for planning. Stategovernment shall establish areas of environmental concern. With regard toplanning, State government shall act primarily in a supportive standard‑settingand review capacity, except where local governments do not elect to exercisetheir initiative.
