§ 115C‑296.4.  NorthCarolina Teacher Academy Board of Trustees.

(a)        The North CarolinaTeacher Academy Board of Trustees shall establish a statewide network of highquality, integrated, comprehensive, collaborative, and substantial professionaldevelopment for teachers, which shall be provided through summer programs. Thisnetwork shall include professional development programs that focus on teachingstrategies for teachers assigned to at‑risk schools.

(b)        Repealed by SessionLaws 2006, c. 66, s. 9.17(c).

(c)        The Board ofTrustees shall consist of 20 members appointed as follows:

(1)        The Superintendentof Public Instruction or the Superintendent's designee;

(2)        One member of theState Board of Education appointed by the Chair of the State Board;

(3)        , (4) Repealed bySession Laws 2006, c. 66, s. 9.17(c).

(5)        One dean of a Schoolof Education from one of the constituent institutions, appointed by theGovernor;

(6)        Four public schoolteachers appointed by the General Assembly upon the recommendation of the Speakerof the House of Representatives in accordance with G.S. 120‑121, one ofwhom teaches in preschool through grade 2, one of whom teaches in grades 3through 5, one of whom teaches in grades 6 through 8, and one of whom teacheson grades 9 through 12;

(7)        Four public schoolteachers appointed by the General Assembly upon the recommendation of thePresident Pro Tempore of the Senate in accordance with G.S. 120‑121, oneof whom teaches in preschool through grade 2, one of whom teaches in grades 3through 5, one of whom teaches in grades 6 through 8, and one of whom teaches ingrades 9 through 12;

(8)        Three public schoolteachers appointed by the Governor;

(9)        One superintendentof a local school administrative unit appointed by the Governor;

(10)      Two public schoolprincipals appointed by the Governor; and

(11)      The President of theNorth Carolina Association of Independent Colleges and Universities, or adesignee.

(12)      Two at‑largemembers appointed by the Governor.

(d)        Members appointedprior to September 1, 1995, shall serve until June 30, 1997, except that theterms of members appointed pursuant to subdivisions (6) and (7) of subsection(d) of this section shall expire June 30, 1995. Subsequent appointments shallbe for four‑year terms, except that two of the members appointed by the1995 General Assembly pursuant to subdivision (6) of subsection (d) of thissection and two of the members appointed by the 1995 General Assembly pursuantto subdivision (7) of subsection (d) of this section shall serve for two‑yearterms. The two new members under subdivision (c)(12) of this section shallserve initial terms beginning January 1, 2007, and ending June 30, 2010. Theadditional member appointed under subdivision (c)(8) of this section shallserve a term beginning January 1, 2007, and ending June 30, 2010. Thedesignation of two deans serving under subdivision (c)(5) of this section shallexpire December 31, 2006, and the Governor shall make a new appointment underthat subdivision for a term beginning January 1, 2007, and ending June 30,2010.

Members may serve twoconsecutive four‑year terms.

Legislative appointments shallbe made in accordance with G.S. 120‑121. A vacancy in a legislativeappointment shall be filled in accordance with G.S. 120‑122.

The Board of Trustees shallelect a new chair every two years from its membership. The chair may serve twoconsecutive two‑year terms as chair.

(e)        The chiefadministrative officer of the Teacher Academy shall be an executive directorappointed by the Board of Trustees.

(f)         Repealed bySession Laws 2006‑66, s. 9.17(c).

(g)        The North CarolinaTeacher Academy shall report annually on or before October 1 to the JointLegislative Education Oversight Committee its expenditures for the prior fiscalyear. (1995, c.324, s. 17.9; 2001‑424, s. 28.28(a); 2006‑66, s. 9.17(c), (f))
