§122C‑144.1.  Budget format and reports.

(a)        The area authorityshall maintain its budget in accordance with the requirements of Article 3 ofSubchapter III of Chapter 159 of the General Statutes, the Local GovernmentBudget and Fiscal Control Act.

(b)        The Secretary mayrequire periodic reports of receipts and expenditures for all area authorityservices provided directly or under contract according to a format prescribedby the Secretary.

(c)        In accordance withG.S. 159‑34, the area authority shall have an audit completed and submitit to the Local Government Commission.

(d)        The Secretary mayrequire reports of client characteristics, staffing patterns, agency policiesor activities, services, or specific financial data of the area authority, butthe reports shall not identify individual clients of the area authority unlessspecifically required by State statute or federal statute or regulation, orunless valid consent for the release has been given by the client or legallyresponsible person.
