§ 165‑38. Articlecontrolling.
Insofar as the provisions of this Article are inconsistent with theprovisions of any other law, the provisions of this Article shall becontrolling: Provided, that nothing in this Article shall prevent any city ormunicipality from establishing, equipping and operating a veterans' recreationproject, or extending recreation facilities under the provisions of its charteror any general law other than this Article.
