(2) Any other boat or class of boat which the commission determines by regulation to exempt from the display of numbers upon a finding that such display is not practicable or does not aid materially in the identification of the boat and that does not conflict with Federal numbering requirements. (c) Penalty.--A person who operates a properly registered boat that does not display a proper registration number commits a summary offense of the fourth degree.
