Chapter 25 was added July 9, 1976, P.L.586,     No.142, effective 60 days from the date of final enactment of     the act of April 28, 1978 (P.L.202, No.53). (a)  Civil matters.--In all civil matters before any tribunal     every litigant shall have a right to be heard, by himself and     his counsel, or by either of them.        (b)  Criminal matters.--In all criminal prosecutions the     accused has a right to be heard by himself and his counsel.
