     § 8047.  Cancellation or termination of approval of electors.        (a)  Lapse of time.--On the tenth anniversary of the date on     which an assent of the electors obtained under this subpart     became final, the authority to issue any or any further bonds or     notes, other than as nonelectoral debt or lease rental debt     subject to the limitations imposed by this subpart, shall     terminate.        (b)  Resolution of governing body.--The governing body of any     local government unit may by resolution, without the assent of     the electors, rescind or cancel, in whole or in part, the     authorization to incur electoral debt for any reason stated in     the resolution, and thereupon the assent of the electors shall     be of no further effect. A certified copy of the resolution with     proof of the due publication thereof shall be filed with the     department.
