§ 1-3-22 Stay of proceedings by appeal.– An appeal shall stay all proceedings in furtherance of the action appealedfrom, unless the agency from which the appeal is taken certifies to the board,after the notice of appeal has been filed with it, that by reason of the factsstated in the certificate a stay would, in its opinion, cause imminent peril tolife or property. In the latter case, proceedings shall not be stayed otherwisethan by a restraining order which may be granted by the board or by a court ofrecord on application on notice to the agency from which the appeal is takenand on due cause shown.
