§ 17-6-1.2 - Statewide central voter register.

SECTION 17-6-1.2

   § 17-6-1.2  Statewide central voterregister. – (a) Given the development of the necessary technology and the potentialavailability of federal funds, the secretary of state shall procure a statewidecentral voter register in accordance with all relevant state purchasingrequirements. The system shall include, but not be limited to:

   (1) A statewide database maintained by the secretary of state;

   (2) All necessary hardware and software for the thirty-nine(39) local boards of canvassers to maintain their local voter registrationrecords;

   (3) All necessary hardware and software necessary for theelectronic integration of voter registration records from the division of motorvehicles;

   (4) All necessary hardware and software for the electronicintegration of voter registration records from certain agencies processingvoter registrations in accordance with § 17-9.1-8 where the secretary ofstate finds that the number of registrations processed warrants the electronicintegration; and

   (5) Additional terminals for access to the voter files asdetermined by the secretary of state.

   (b) Local boards of canvassers will have the responsibilityand sole authority for any addition, correction, or deletion of informationfrom their local voting records. The office of the secretary of state, or thedesignee of the secretary of state, shall provide training and technicalsupport for all local boards of canvassers in the operation and maintenance oftheir local voter registration system.

   (c) The format and structure of the database shall bedeveloped by the office of the secretary of state in conjunction with thevendor to whom the contract is awarded.

   (d) Funding for the procurement of the statewide centralvoter register shall be through federal funds appropriated to the state ofRhode Island, subject to appropriation by the general assembly, pursuant toelection reform legislation adopted by the United States Congress in 2002.
