SECTION 28-41-19

   § 28-41-19  Hearing by appeal tribunal– Regulations – Record of proceedings. – A reasonable opportunity for a fair hearing shall promptly be afforded allinterested parties. An appeal tribunal shall inquire into and develop all factsbearing on the issues and shall receive and consider evidence without regard tostatutory and common-law rules. The board of review shall adopt regulationsgoverning the manner of filing appeals and the conduct of hearings and appeals,consistent with chapters 39 – 41 of this title. A record shall be kept ofall testimony and proceedings in an appeal, but testimony need not betranscribed unless further review is initiated.
