   § 28-5-29  Initiation of judicialproceedings – Powers of court. – Judicial proceeding shall be initiated by the filing of a petition in thesuperior court, together with a transcript of the record upon the hearingbefore the commission, and the service of a copy of the petition upon thecommission and upon all parties who appeared before the commission. Upon thefiling, the court shall have jurisdiction of the proceeding and of thequestions determined in it, and shall have the power to grant any temporaryrelief or restraining order that it deems just and proper, and to make andenter upon the pleadings, testimony, and proceedings set forth in thetranscript an order enforcing, modifying and enforcing as so modified, orsetting aside in whole or in part the order of the commission.
