   § 35-3-13  Revenue appropriations to bewithin expected receipts – Provision of revenue for additionalappropriations. – The governor shall submit the budget and the appropriation bill or bills forthe fiscal year to the general assembly, which may increase, decrease, alter,or strike out the items contained therein; provided, that no action on its partshall be taken which will cause an excess of appropriations for revenueexpenditures over expected revenue receipts. If additional appropriations aredeemed necessary by the general assembly, it shall not make the appropriationsunless it shall provide the necessary additional revenue therefor.
