§ 46-12.2-1 - Legislative findings.

SECTION 46-12.2-1

   § 46-12.2-1  Legislative findings. –(a) It is hereby found that there exists and will in the future exist withinthe state of Rhode Island the need to construct facilities and projects for theabatement of pollution caused by wastewater and for the enhancement of thewaters of the state, and that the traditional source for funding constructionof such facilities and projects under the grant program of title II of theClean Water Act, 33 U.S.C. §§ 1281 – 1299, will terminate at theend of fiscal year 1990.

   (b) It is hereby further found that to meet water qualitygoals under federal and state law, and to secure maximum benefit of fundingprograms available under federal and state law pertaining to wastewaterpollution abatement projects, it is necessary to establish a revolving loanfund program in accordance with federal and state law to provide a perpetualsource of low cost financing for water pollution abatement projects.

   (c) It is hereby further found that to secure maximum benefitto the state from funding programs available under federal and state law forwater pollution abatement projects, it is necessary to establish a financeagency to administer the revolving loan funds, and for the finance agency towork with the department of environmental management for proper administrationof the revolving loan funds.
