13-39-13. Contracts and agreements with federal and state agencies--Acceptance and expenditure of federal funds. The secretary of education may enter into contracts and agreements with any agency of the United States government or any agency of the state government or its political subdivisions for the purpose of vocational education, receive grants of federal funds for vocational education and expend those funds under rules adopted by the South Dakota Board of Education pursuant to chapter 1-26.
