25-10-30. Promulgation of rules. The Department of Social Services shall promulgate rules pursuant to chapter 1-26 to:
(1) Establish minimum qualifications of contractors eligible for grants pursuant to §§ 25-10-26 to 25-10-33, inclusive;
(2) Establish procedures for grant applications and disbursements; and
(3) Evaluate the programs and services provided by contractors with the grants received pursuant to §§ 25-10-26 to 25-10-33, inclusive.
