33-17A-18. Minors--Necessity for conservator--Certificate of age. If a petition is filed for the appointment of a conservator for a minor, a certificate of the secretary of veterans' affairs or his authorized representative, setting forth the age of such minor as shown by the records of the United States Department of Veterans' Affairs and the fact that the appointment of a conservator is a condition precedent to the payment of any moneys due the minor by the United States Department of Veterans' Affairs shall be prima facie evidence of the necessity for such appointment.
