35-12-9. Promulgation of rules. The secretary of the Department of Revenue and Regulation shall promulgate rules pursuant to chapter 1-26 establishing the criteria and procedures for obtaining a farm winery license, and procedures for collecting the excise taxes pertaining to a farm winery.
