4-7-10.7. Cement plant commission chairman's letter of agreement or disagreement with estimates--Estimates by commission upon disagreement with Governor--Maximum amount transferable. The State Cement Plant Commission shall certify its agreement or disagreement with the estimates of revenues and expenditures required by the Governor in this section, including the estimate of the amount available for transfer to the general fund, by means of a letter signed by the chairman of the cement plant commission. Such letter shall be printed in the Governor's budget book on a page in near proximity to the Governor's estimate of revenues and expenses. In the event that the State Cement Plant Commission disagrees with the estimates presented by the Governor in the budget book, the cement plant commission shall make its own estimates which shall be printed in the budget book next to the Governor's estimates. The appropriations committee of the Legislature shall review the recommendations, and there shall be included in a separate section of the general appropriations act the maximum amount of cement plant funds which may be transferred.
